Hello,
Your website is currently located on a Windows 2000 server running IIS 5.0. This server and your plan does support CGI scripting, however that was only a small part of the documentation that you referenced. Additionally, the file in question is an executable (.exe) which we cannot run on a shared server as we have no idea what it will do - it could cause security or stability issues. If you can simply upload the *.cgi files and run them, then you have permission to do so, however you are restricted to operating within your own web directory on the server so if you require a global change it will not be possible.
If this application can be run without making any server-wide changes then you are free to do so; if you need write permissions on any of your own directories we'd be happy to assist you. Please let me know exactly what it is you require and I can be more specific with my descriptions of any limitations you might have. If you have any further questions, please let me know.
